Two explosions rippled though Beirut, taking it with them, at the time of writing, the lives of 78 people and wounding thousands more. Those left injured were rushed to the nearest hospitals.

Dubai’s Buzzing Entertainment and Leisure Services Are Set to Resume Operations

If you, like us, have missed physically attending live concerts, we have some great news! A new circular issued by Dubai Tourism has announced that concert venues can now welcome musical acts from across the globe.

Exciting, right? There's more. The circular that was issued earlier this week also revealed that events such as wedding ceremonies and small-scale business and leisure events can also resume operations. These include office parties, banquets, award ceremonies, press days, exhibitions and training seminars.

The announcement was accompanied by a series of COVID-19 rules that have to be followed throughout each event and concert.

Those hosting and attending seated events have to maintain a minimum of two meters of social distancing. Event hosts need to ensure that guests are seated in a chequerboard seating arrangement, with two tables to remain vacant between each group of people. The same rules apply to those hosting standing events. However, there must be a clear physical marking to indicate the standing space for individuals and groups.

Live events and concerts organizers are encouraged to make use of online ticket sales. Physical, social distancing markers are to be clearly displayed on the floors of each concert and event venue. Staff members are required to wear face masks at all times. Venues have to be sanitized every 30 minutes, as well as at the end and start of each event.

Musical acts, guest speakers, and talent are required to wear faces masks, they are however allowed to remove them when performing if they maintain a minimum of four meters of physical distance between them and the audience.

With regards to food, event hosts are allowed to offer pre-packaged food with disposable cutlery. While those opting for buffets are required to ensure that strict social distancing measures are maintained. Self-service buffets are not allowed.

Please note that nightclub services and city promotions are still not permitted to resume operations.

According to a new announcement by the Knowledge and Human Development Authority of Dubai (KHDA), parents wishing to keep their kids out of schools will now be allowed to resume online learning in the new term.

"While face-to-face learning remains the preferred education model, we understand that different parents have different views, especially in the first phases of re-opening. As a temporary measure, schools can and should provide 100 percent distance learning provision in the new academic year to parents who request it. This is intended to help ease parents and children into an eventual return to face-to-face learning," the educational entity said in its official statement released earlier this week.

It is still unclear as to whether schools operating in neighboring emirates such as Abu Dhabi, Sharjah, and Al Ain will follow but, we will keep you posted on that once more is announced.

The news comes after Dubai's educational board previously announced that all school within the city would resume physical operations once the new academic year begins in September.

Several COVID-19 rules and guidelines were released in an attempt to reduce the risk and spread of the virus. These include conducting regular temperature checks for all staff members and students, placing school desks 1.5 meters apart and limiting the number of school trips. Common areas and frequently touched surfaces have to sanitized regularly, and the seating capacity of all school buses operating in Dubai have been reduced to 30 percent. UAE Residents, There Are New Rules For Those Looking to Return to the Country

As the new school year draws nearer, members of the UAE government have announced that prior ICA approval is now no longer needed. This means that all UAE residents looking to return to the nation can now do so without seeking prior government approval.

To re-enter the country, all returning UAE residents are required to update their travel data on the uaeentry.ica.gov.ae. website. The details required include the passenger's passport number, Emirates ID number, and a declaration of citizenship. Once the details have been uploaded to the website, they will automatically be granted permission to re-enter the country.

To book a return flight passengers are required to take a PCR nasal swab test at an accredited lab. After receiving a negative result, which has to be declared 96 hours before their flight, passengers can book their return flight with Emirates Airlines.

"All precautionary measures will be applied to residents upon arrival to the UAE, which includes a lab Covid-19 test and to abide by quarantine rules, plus downloading Al Hosn app, in order to preserve their health and safety", the National Crisis Emergency Management Authority explained on Twitter.

Once arriving in the UAE, all residents are required to undergo 14 days of quarantine.

UAE to Sponsor the Children Left Orphaned as a Result of the Tragic Blasts in Lebanon

Following the devastating blasts that left thousands injured and many more displaced in Beirut, Lebanon the UAE has announced that it will be sponsoring the children who tragically lost their parents to the explosions that took place on Aug 4.

Introduced under the directions of Sheikh Hamdan bin Zayed Al Nahyan, Ruler's Representative in Al Dhafra Region and chairman of Emirates Red Crescent, the initiative aims to sponsor all those left orphaned as a result of the incident that claimed the lives of over 200 people.

The aim of the sponsorship is to overall the basic needs of the children as well as to help to rebuild the many homes that were reduced to rubble.

"Sheikh Hamdan has been monitoring the situation on the ground since the explosion and its affect on people, and is in constant contact with the ERC's executive management to follow the progress of relief operations," explained Dr. Mohammed Ateeq Al Falahi, who is the secretary general of the Emirates Red Crescent.

The initiative forms part of the UAE's wider attempts to help Lebanon. Previously, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, revealed the nation would be sending over 30 tonnes of medical supplies to the Lebanese capital in a mission to help in need of medical attention.

The UAE Federal Authority for Government Human Resources (FAHR) has announced that Sunday, Aug. 23 will be a public holiday for the nation's public sector workers to mark the celebration of the Hijri New Year. Work will resume on Monday, Aug. 24.

The news was announced on FAHR's official Twitter account earlier this week.

Those working in the nation's private sector will also receive Sunday, Aug. 23 off in celebration of the Islamic New Year.

Prophet Muhammed's birthday will fall on the 12th day of the Islamic month of Rabi' Al Awwal, which is expected to take place on either Wednesday, Oct. 28, or Thursday, Oct. 29 of this year.

Commemoration Day will take place on Tuesday, Dec. 1, with National Day set to take place from Wednesday, Dec. 2 to Thursday, Dec. 3.

Facebook to Donate Over $2.1 Million In Support of Those Affected By the Beirut Blasts

Following its initial relief efforts, which include setting up a certified Crisis Page and enabling Safety Check Tools and methods of Donating Blood, Facebook has announced that it will be donating $2.1 million in aid of those affected by the tragic blasts which took in Beirut on Aug. 4 of this year.

"Facebook is donating more than $2.1 million to local hospitals, medical institutions and nonprofits to support the relief and recovery efforts. This includes $1 million in match funding towards a Facebook fundraiser that has now raised more than $1.2 million from users since going live yesterday. In light of the current global pandemic, Etihad Airways has issued a statement reiterating the fact that Abu Dhabi is currently not open to tourists.

According to The National, an email was sent by the award-winning national airline, which explained that while the city is not open to tourists, returning UAE residents are allowed to enter. Shipping crews seeking a transit visa are also permitted to enter.

The announcement comes after Emirates announced that passengers from select countries would be subject to additional COVID-19 testing upon arrival.

10 Popular Arabic Words You Might Not Be Pronouncing (or Even Using) Correctly

As a native Arabic speaker, i

t's impressive and even gratifying to see expats speak Arabic. Sometimes, though, it's a little humorous. That's because a lot of the time, visitors and expats in the region will use certain terms incorrectly. They often mix the feminine and masculine nouns, but that's expected. We all do that with languages that we're not fluent in, and eventually you get it right.

To make matters more complicated, a word or phrase used in one country to describe something will not be the same word – nor will it necessarily be used in the same context, in another country (I know, we have issues).

I've decided to reward your efforts by rounding up a list of 10 commonly used words with their correct meaning and the context in which they may be used in so that you sound like a local.

But first, keep in mind that every single Arab country has a different dialect (spoken language) – some quite similar and some vastly different (for example, the dialect in the Levant region - Jordan, Lebanon, Syria, Iraq and Palestine are alike, while the GCC region's dialect is comparable to each other but very different to the Levant). The only commonality is the written language, which is formal Arabic.

To make this simple (er), we're keeping it basic.

1) Masha'allah vs. Insha'allah (Masha-al-laa vs insha-al-laa)

Listen up, because the literal difference between these two words is so minute and yet the difference in context is huge. So, Masha 'allah means "if God wills it." It's used in response to something good happening, or in praise, or even if you don't want to jinx something (kind of like saying, "touch wood".) Eg. "Your kids are beautiful, Masha'allah". Or; "I did well in my exam" (to which the other person would respond with, "Masha'allah!").

Insha'Allah means "God willing." Insha'allah is said when you're hoping for something to happen. It refers to the future. It's like saying, I'll do my best. For example: "Insha'allah, I'll go to my mom's house tomorrow." However, it's also used as a way to escape having to give a direct yes, no or maybe answer. Eg. "Are you seeing your mom tomorrow?" To which you would respond: "Insha'allah."

2) Habibi (Hab-ee-bee)

Habibi means "my love" in the masculine form, meaning it's said to men (for women, it's "habibty (hab-ib-tee)). The problem with this word, is that foreigners use it to refer to both men and women all the time. In fact, they use it more than Arabs do! In Levant countries, it is perfectly normal for men to use Habibi to address other men. However, in the GCC and Egypt for example, it's not as common.

3) Eh vs. Shou (shoo)

"Shou" is "what" in Levant countries while "eh" is also "what" in Egyptian. "Shou" is what I call a sentence enhancer. It's is used in almost every sentence. It's used for saying: "what's up?" it's also used before the beginning of most sentences – just because they like to mess with your head. "Eh" means "what" in Egyptian. Only use "eh" when you haven't heard something someone said, or in shock (what?!).

4) Yalla (Yal-laa)

Yalla means "come on" in almost all the Arabic dialects. But is also can be used to say "hurry,""let's go", "Let's do it." Or "Okay, then." Eg: "Move it, yalla!", "Yalla, see you tonight,""Are you going tonight? Yalla, I'll see you there."

5) Aywa vs. Sah (Ay-waa, Saah)

Aywa means "yes" and "Sah" means "right" in Egyptian. To answer a question yes, you say "aywa." To concur with a statement, you say "sah." Eg: "Did you see this movie? Aywa." Or, "You've seen this movie, haven't you? Sah?"

6) Sahtein (Sah-tane)

This literally means "two healths" in the Levant countries and is said by someone offering food or being offered food, too. In Egyptian, the phrase is, "Bil hana will shiffa" (pronounced – bill-hannah-will-shiffa, meaning "with pleasure and health"). In the GCC it's "Bilafya" (bil-aa-feeya). Funnily enough, bilafya in Moroccan is an insult, meaning to condemn someone to hell, while in Egyptian, it means "by force"– forcing something or someone to do what you want.

7) Marhaba versus ahlan (mar-ha-ba vs. ah-laan)

"Marhaba" in most Arab countries is "hello." In some countries, it's "ahlan," same thing, different ways to say it, although in the Gulf and Levant they use "marhaba" over "ahlan" (which is more Egyptian).

8) Bas (bes)

"Bas" means "stop,""that's all," and "but." Luckily for you it's used in all Arabic languages. Eg. "Stop it, bas," or, "Bas? (That's it?)" and "Bas, I wanted to see it."

9) Law'samaht/Law'samahtey (Laaw-sam-aht (m) /Law-sam-ah-tee(f))

This literally translated means, "If you would please." The first is the male form, while the second is the one you would use when addressing a female. It's said in most Arabic dialects and used when politely asking for something. You would use it at the start of your sentence. Eg. If speaking to a man, you would say; "Law sam'aht, can you tell me what time the event starts?" Arabs also you "Min' Fadlik (f)/Min' Fadlak (m)" which means, "with your pleasure" and it's used for the same purpose as law'samaht and law'samahtey.

10) Al Hamdulillah (Praise be to God)

As most Arab countries are predominantly Muslim, Al Hamdulilah is said for almost everything. It's used as an expression of relief, and a word of thanks. It's used exactly the same way as "thank God."

“I’ve Just Been Made Redundant, What Am I Entitled To?” – We Speak to the UAE’s Legal Experts to Find Out

As millions across the globe continue to feel the personal and financial strain of COVID-19 pandemic, companies worldwide have resorted to temporary pay cuts and mass redundancies as a means to cope.

We reach out to Taronish Mistry, Associate at BSA Ahmad Bin Hezeem & Associate LLP, to find out what those who have, unfortunately, been made redundant are legally entitled to under the UAE Labour Law.

Redundancy and the UAE Labor Law

Redundancy refers to the dismissal of an employee as a result of a reduction in the business requirement for that employee's services. Traditionally, Mistry explains, there has been no concept of redundancy in UAE Labour Law (Federal Law No. 8/1980). That was, however, until Ministerial Resolution 279 of 2020 was introduced, in an attempt to support private sector employers in the wake of the COVID-19 response.

"The courts have previously acknowledged that redundancy dismissals can be fair under UAE law," Mistry reveals. He adds that to do so, an employer is legally required to abide by the legal provisions set up to provide employees with certain rights under such circumstances. These include the right to sufficient notice (which is usually 30 days), notice pay (if the employee has completed their probation), and the right to end of service gratuity (assuming one year of service has been completed). Under the legal provisions, an employee also legally has the right to payment for accrued untaken annual leave, as well as repatriation flights, and any other right stipulated in the contract. That said, Mistry reveals that employee rights are dependent on the fixed rules specified in their employment contracts.

So, What Exactly is Ministerial Resolution 279 of 2020?

"Under Ministerial Resolution 279 of 2020, an employer is required to consider putting an employee on unpaid leave, which has to be agreed on by both parties. The steps mentioned above have to be taken before resorting to termination. If an employee is made redundant, their employers have to continue to provide entitlements (except salary), which includes the likes of housing, transport, private medical insurance until the employee leaves the UAE or is employed elsewhere," Mistry explains. He adds that the employer is also obliged to register such employees on the Virtual Labour Market, which seeks to help such employees find new jobs.

Arbitrary Dismissal

Mistry stresses that this is something to watch out for, especially now.

Under Article 122 of the UAE Labour Law, arbitrary or unfair dismissal occurs if the reason is unrelated to the employee's work, or, as a result of the employee filing a complaint against the employer before a relevant authority. Generally, Mistry explains, arbitrary dismissal occurs when an employee is terminated or forced to resign without a justifiable reason. However, certain transgressions on the employee's part justify termination without notice – these can be found in Article 120 of the UAE Labour Law.

As redundancy is business-driven, it is arguable that a redundancy dismissal may turn into an arbitrary or unfair dismissal – especially, if it is not appropriately documented and communicated to the employee. In such cases, Mistry recommends filing a complaint with the Ministry of Human Resources and Emiratisation (MOHRE) if you are unable to resolve the issue directly with your employer.

"The MOHRE aims to resolve the issue amicably. If it is unable to do so, the case will be referred to the courts. If the dismissal is declared arbitrary, the court may order the employer to pay compensation of up to three months of wages to the employee," Mistry states.

Mistry adds the need to know where you stand legally is of utmost importance, and it is always best to seek out advice based on your specific situation to ensure your legal rights are not overlooked.

You could be forgiven for thinking that the Dubai edition of Indochine might fall short of its infamous New York older sibling. You would, however, be entirely incorrect. Indochine Dubai, opened earlier this year, exudes an effortless cool often sought after by fledgling restaurants. It's not that they've got one thing right, it's that they've got everything right.

The Decor: The French-Vietnamese influences, prevalent in the cuisine, are also found far beyond. Adorned with semi-circular velvet banquettes and banana leaf motifs, the décor instantly transports you. Make sure to stop by the 'wall of fame'– an array of photographs from the infamous New York flagship - to catch some of the greatest names in fashion such as Linda Evangelista, Bella Hadid, and Kate Moss.

The Ambience: Unadulterated fun. There's a real party atmosphere to Indochine. Despite being sat at your own private table, the restaurant layout makes you feel as though you're part of something greater – a community atmosphere that you signed up for the second you walked through the illuminated doorway.

The Service: I'm putting it out there – the best service experience I've had in Dubai from the chicest array of characters. In what can be considered a somewhat bleak year, the staff at Indochine are determined to put a smile back on your face.

Standout Dishes: Absolute must-tries include the Crispy Egg Plant and Caramel Black Cod – the common theme being the exceptional use of caramel. The Wok Tossed Rice Noodles are an incredible surprise – put all preconceived notions of noodles to one side.

Insider Tip: Ask the dedicated staff to pair your drinks to your food. Trust me, you think you know better, but you don't. This will push your boundaries and elevate an already exceptional meal to an unparalleled gastronomical experience.
